Empresa Recicladora de Baterías de Vehículos recibe dos Premios en V Edición del Premio Centroamericano a la Producción Más Limpia

Dr. Luis Ferraté, Presidente de la CCAD entrega premio a Lilian Novoa de García, Gerente General de Acumuladores Iberia

CRCB-CAM, 31de Marzo de 2011. Acumuladores Iberia, empresa guatemalteca recicladora de Baterías Ácido Plomo Usadas (BAPU), recibió en la Ciudad de Guatemala 2 de los 6 premios otorgados en la V Edición del Premio Centroamericano de Producción Más Limpia, uno en la categoría de materiales, por la reducción del uso de químicos en el proceso de refinado del plomo y otro en la categoría de energía, por la reducción en el consumo de energía eléctrica en el proceso de fundición de plomo en hornos.
El compromiso hacia la producción más limpia y la producción ambientalmente responsable por parte de Acumuladores Iberia le mereció en Febrero del 2009 la obtención del primer Premio Green Lead otorgado en el mundo, por cumplir con las Directrices Técnicas del Convenio de Basilea y los Protocolos Green Lead, así como dos premios por las mismas categorías en la 1ª Edición del Premio Guatemalteco de Producción Más Limpia.

En su discurso de aceptación del premio el Ing. Luis Marroquín, Gerente de Planta de Acumuladores Iberia destacó que el esfuerzo de producción más limpia de su empresa es parte de la asociación público-privada que se impulsa con el apoyo del Ministerio de Ambiente y Recursos Naturales de Guatemala, el Centro Regional del Convenio de Basilea para Centroamérica y México (CRCB-CAM), Green Lead International y el Centro Internacional para la Gestión del Plomo (ILMC), que se ha constituido en un modelo regional e internacional, donde se conjuga la capacitación y transferencia de tecnología, el combate al comercio ilegal, la prohibición de la exportación de BAPU en cumplimiento con el Convenio de Basilea y el permiso para la importación de BAPU de otros países centroamericanos que no tienen facilidades de reciclaje ambientalmente responsable como las existentes en Guatemala. Más aún, el Ing. Marroquín también destacó el compromiso social de su empresa para facilitar la transferencia de prácticas ambientalmente responsables a sus proveedores y la disposición de colaborar con el sector del reciclaje en general en Guatemala y Centroamérica. El Ing. Marroquín destacó la importancia de avanzar en la puesta en marcha de la propuesta de normativa que su empresa presentó en Octubre pasado al recibir el Premio Guatemalteco de Producción Más Limpia, para establecer un sistema que aplique la responsabilidad extendida del productor a los importadores de baterías nuevas en Guatemala y en la región, con enfoque de ciclo de vida del producto.

Se Extiende Plazo para Presentar Propuestas para el Concurso de Preselección Logo de PACE

El Centro Regional del Convenio de Basilea para Centroamérica y México (CRCB-CAM) se complace en informar que se ha extendido el plazo de entrega de nominaciones para el concurso de logo oficial de la Asociación para la Acción en Equipos de Computadoras (PACE), impulsado bajo los auspicios del Convenio de Basilea.

La nueva fecha límite para la recepción de propuestas es ahora el 10 de abril de 2011. El concurso de pre-selección del logo está abierto para ciudadanos y organizaciones residentes en países de América Latina y el Caribe. Las nominaciones se recibirán en crcbcam@gmail.com, de acuerdo a los Términos de Referencia. Posteriormente, un jurado internacional (con participación de 2 representantes del Grupo de Trabajo de PACE a nivel global, 2 miembros por Centroamérica y México, 2 por el Caribe y 2 por Sudamérica), seleccionará las tres mejores propuestas. Seguidamente el Grupo de Proyecto 4.1 de PACE identificará la recomendación de la mejor propuesta y la sugerirá al Grupo de Trabajo de PACE, quien decidirá la propuesta ganadora. El premio consiste en $1,250.00 y un diploma para el primer lugar, y diplomas para el segundo y tercer lugar. La información relacionada al concurso (términos de referencia, preguntas frecuentes, videos, afiche) se encuentra disponible en la página web de CRCB-CAM, donde también se recibirán y se responderán preguntas sobre el concurso regional.

El concurso de preselección del logo de PACE es organizado por el CRCB-CAM en coordinación con el Grupo de Proyecto 4.1 de PACE, con el respaldo de la Comisión Centroamericana de Ambiente y Desarrollo (CCAD), la Secretaria General del Sistema de la Integración de Centroamérica (SG-SICA), Safe Planet, la Red de Centros Regionales de los Convenios de Basilea y Estocolmo en América Latina y el Caribe, así como las oficinas regionales del PNUMA y la FAO en esta región.

Iniciativa público-privada produce lineamientos para la gestión de residuos electrónicos en América Latina

CRCB-CAM, CRS-CB, Medellín, 11 de Marzo de 2011. Esta tarde concluyó en Medellín, Colombia una reunión histórica de la iniciativa público-privada sobre residuos electrónicos en América Latina coordinada por la Red de Residuos Electrónicos para América Latina (RELAC), con el éxito de haberse completado la formulación de un documento de lineamientos para la gestión de residuos electrónicos y eléctricos en América Latina. En este evento además de los Directores de los Centros Regionales del Convenio de Basilea para Centroamérica y México (CRCB-CAM) y para Sudamérica (CRCB-SUR), Lic. Miguel Araujo y Dra. Leila Devia, respectivamente, participaron representantes de Argentina, Costa Rica, Chile, Colombia, El Salvador, México, Perú y Uruguay, así como representantes de productores de equipos electrónicos y eléctricos como DELL, Hewlett-Packard, Nokia y Sony, conjuntamente con ONG como la costarricense ACEPESA, la peruana IPC, la chilena SUR, el Centro Colombiano de Producción Más Limpia y expertos internacionales de IDRC de Canadá y EMPA de Suiza.


Más aún, la preparación del documento de lineamientos que llevó un año de trabajo, ha abierto la puerta a una nueva etapa donde la plataforma RELAC además de impulsar una adecuada divulgación del documento, promoverá la implementación de las recomendaciones de acción contenidas en dicho documento. En particular, esta experiencia exitosa, primera en su género en países en vías de desarrollo, buscará aportar en América Latina a los procesos nacionales y regionales/subregionales de definición de políticas, normativas y leyes relacionadas con residuos electrónicos y eléctricos (RAEE), en la construcción de sistemas sólidos para su gestión, en la sensibilización y capacitación, así como en la implementación de proyectos piloto.

Entre los aspectos más relevantes del documento se encuentra la propuesta de que los residuos electrónicos sean considerados como una corriente de residuos especiales, diferenciándolos de los residuos comunes y los peligrosos, pues si bien los RAEE contienen materiales peligrosos los contienen en una mínima proporción, mientras también contienen muchos elementos que se pueden valorizar para su aprovechamiento y/o reciclaje. Adicionalmente, se destaca en el documento la Responsabilidad Extendida del Productor, la Responsabilidad Compartida del consumidor y de los gobiernos centrales y municipales, así como la recomendación de crear sistemas flexibles de recolección de equipos usados y al final de su vida útil, los que pueden ser por mecanismos colectivos organizados por varias empresas productoras, importadoras y distribuidoras, individuales, o una combinación de ambos tipos.

El CRCB-CAM está ubicado en San Salvador, El Salvador, en la sede de la Secretaría Ejecutiva de la Comisión Centroamericana de Ambiente y Desarrollo (CCAD), dentro de la Secretaría General del Sistema de la Integración Centroamericana (SG-SICA), para facilitar su inserción en los esfuerzos regionales. El Convenio de Basilea es el tratado global ambiental más extenso sobre desechos peligrosos. Tiene 175 países miembro (Partes). Los objetivos fundamentales del Convenio son la reducción de movimientos transfronterizos de desechos transfronterizos, la prevención y minimización de su generación, la gestión ambientalmente responsable de dichos desechos y el fomento activo de la transferencia y uso de tecnologías más limpias. A manera de impartir entrenamiento, transferencia de tecnología, información, consultoría y actividades de concientización sobre asuntos relevantes a la implementación del Convenio de Basilea y la gestión ambientalmente responsable de desechos peligrosos y otros desechos en los países que asisten, se han establecido 14 Centros Regionales de Entrenamiento y Transferencia de Tecnología ubicados en diferentes regiones del mundo ubicados en diferentes regiones del mundo.

Concurso de Diseño Regional

Muy cordialmente los invitamos a colaborar en la divulgación del Webcast del lanzamiento del Concurso Regional para la selección del Logo oficial de la Asociación para la Acción en Equipos de Computadora (PACE), que se llevará a cabo a las 8:30 am (hora Centroamericana) del 18 de Febrero de 2011, se podrá acceder en www.sica.int/crcbcam/webcasts . Dicho Webcast tendrá una duración de 15 minutos y será transmitido tanto en español como en inglés. La participación en este concurso estará abierta para ciudadanos y organizaciones tanto públicas como privadas que residan en América Latina y el Caribe. Entre los participantes del Webcast estará la Dra. Katharina Kummer, Secretaria Ejecutiva del Convenio de Basilea.

CENTRAL AMERICA BEGINS THE INTERNATIONAL YEAR OF CHEMISTRY PREPARING A CLEAN UP OF HAZARDOUS SUBSTANCES

San Salvador, January 27, 2011. The Basel Convention Regional Center for Central America and Mexico (BCRC-CAM) is pleased to announce that in January 2011 it has started an important initiative aimed at the destruction of banks of Ozone Depleting Substances (ODS) and Persistent Organic Pollutants (POPs) in Central America. Indeed, this initiative is a tremendous way to celebrate 2011 designated by the United Nations the International Year of Chemistry, as it will not only help to clean up Central America of hazardous substances, but it will also contribute to the protection of the ozone layer and the combat against climate change at the global level. The latter because ODS include super green house gases, with have much higher impact in climate change than CO2.

The initiative is supported by two projects, the Feasibility Assessment and Preparation of the Destruction of ODS and POPs Banks in Central America and the Pilot Destruction of ODS and POPs and Legal Analysis of Feasibility of Transboundary Movements within Central American Countries. These projects are being financed by the governments of Switzerland and Norway respectively, with a total of $191,000.

Moreover, an International Advisory Committee (IAC) is being established to support the initiative. Amongst the Committee members are two Co-Chairs of the Technical and Economic Assessment Panel of the Montreal Protocol, the Basel, Stockholm Conventions and Montreal Protocol Secretariats, the United Nations for Environmental Protection (UNEP), the United States Environmental Protection

Agency (US EPA), the Ozone Depletion Substances Division of the Department of Defense (DoD) of the United States of America, the Netherlands Ministry of Defence and the Institute of Global Studies (IGSD). The IAC will take advantage of previously successful experiences which destroyed important amounts of ODS tapping into the capacities of these two important military institutions, national authorities and the Secretariats of the Montreal Protocol and the Basel Convention.

In the course of the next weeks a Regional Advisory Committee (RAC) will be established, which the main stakeholders from the relevant government agencies, private sector, academia and non- governmental organizations will integrate. This initiative is being carried out within the implementation of the synergies process between the chemicals related Conventions and Agreements.

BCRC-CAM’s ODS and POPs initiative will contribute to strengthening the institutional, legal and technical capacities in the Central American countries. Moreover, this initiative will provide a valuable experience that could be adapted and applied by other countries in other regions of the world. The timeline for the implementation of this initiative is nine months from January until October 2011, when the initiative is expected to be ready for implementation.

To facilitate its insertion in regional efforts, BCRC-CAM is located in the headquarters office of the Executive Secretariat of the Central American Commission of Environment and Development (CCAD), within the General Secretariat of Central American Integration  (SG-SICA).
The Basel Convention is the most comprehensive global environmental treaty on hazardous wastes. It has 175 member countries (Parties). The fundamental aims of the Convention are the reduction of the transboundary movements of hazardous wastes, the prevention and minimization of their generation, the environmentally sound management of such wastes and the active promotion of the transfer and use of cleaner technologies. In an effort to impart training, transfer of technology and awareness raising activities regarding relevant issues that pertain to the Basel Convention and the environmentally sound management of hazardous wastes and other wastes in the countries which it assists, the Basel Convention has established 14 Regional Centers of Training and Transfer of Technology located in ,to deliver training indifferent regions of the world to deliver training, technology transfer, information, consulting and awareness raising activities on matters relevant to the implementation of the Basel Convention and to the environmentally sound management of hazardous and other wastes.
